Each item in ISQuote has an audit trail for Price History.
This table will display each price change date, the user that changed it, the old and new price, and percent changed.
Additionally, you can do a quick view of every quote and price given going back to inception!
And did you ever notice that when entering an item on a quote it always ends with:
[LPC: Date]? This is telling you the Last Price Change!
